China has acceded to WTO since 2001 and fully opened foreign trading in December 2004. Except that state-run trading in particular fields requires exclusive authorization or license, all enterprises legally registered in China enjoy foreign trading rights. Meanwhile, in terms of export and import of goods, technologies and services, a series of laws and regulations, departmental rules and other legally binding regulatory documents have been developed and relevant customs legislation has been amended.
With the development of science and technology, IPR intensified goods play a more important role in international trade and high-tech goods are increasingly promoting foreign trade development. IPR trade of China has achieved rapid development, playing a more important role in foreign trade. Referring to TRIPS, China is improving related laws and regulations, providing a sound institutional environment and condition for the development of IPR trade.
